State Emergency Operations Center (SEOC)


The SEOC serves as the central hub for state-level coordination and decision-making during incidents. It supports regional, state, and local efforts by:
- Collecting and evaluating information
- Facilitating executive decision-making and priority setting
- Coordinating resources and ensuring interoperable communication
The SEOC can request additional support if state resources are insufficient. This can include:
- Activation of the Rhode Island National Guard
- Assistance through the Emergency Management Assistance Compact (EMAC)
- Federal assistance from FEMA
The SEOC also supports Local Emergency Operations Centers by:
- Centralizing data and creating a common operating picture
- Evaluating information for executive decisions
- Coordinating and tracking resources Providing communication and administrative support
