The SEOC serves as the central hub for state-level coordination and decision-making during incidents. It supports regional, state, and local efforts by: 

  • Collecting and evaluating information
  • Facilitating executive decision-making and priority setting
  • Coordinating resources and ensuring interoperable communication

The SEOC can request additional support if state resources are insufficient. This can include:

  • Activation of the Rhode Island National Guard
  • Assistance through the Emergency Management Assistance Compact (EMAC)
  • Federal assistance from FEMA

The SEOC also supports Local Emergency Operations Centers by: 

  • Centralizing data and creating a common operating picture
  • Evaluating information for executive decisions
  • Coordinating and tracking resources Providing communication and administrative support
