Dam Safety Program
RIEMA plays a key role in dam safety by reviewing and approving Emergency Action Plans (EAPs) for high and significant hazard dams identified by the Rhode Island Department of Environmental Management (RIDEM). RIEMA ensures these plans effectively outline potential threats, impacts, and response procedures in case of dam failures.
Additionally, RIEMA works closely with RIDEM, local authorities, and dam owners to:
- Enhance preparedness through emergency planning and coordination.
- Conduct training and exercises to test response actions.
- Support emergency response efforts if a dam-related incident occurs.
- Raise public awareness about dam safety risks and mitigation measures.
While RIDEM oversees dam inspections and regulatory compliance, RIEMA focuses on emergency preparedness and response to minimize risks to communities.

High Hazard | Failure or mis-operation will result in a probable loss of human life. |
Significant Hazard | Failure or mis-operation results in no probable loss of human life but can cause major economic loss, disruption of lifeline facilities or impact other concerns detrimental to the public's health, safety, or welfare |
Low Hazard | Failure or mis-operation results in no probable loss of human life and low economic losses. |
Dam Emergency Action Plan Template
A well-developed Dam EAP is essential for preventing loss of life, minimizing property damage, and swiftly responding to dam-related emergencies.
To encourage and facilitate development of EAPs at all high and significant hazard dams in Rhode Island, RIEMA, in coordination with RIDEM, developed the Rhode Island Dam EAP Template. This document can easily be edited for a specific dam and needs of the community. To request a copy of an editable version of the Dam EAP Template, please contact planning at ema.planning@ema.ri.gov
EAPs are to be updated annually and filed with RIEMA, RIDEM, and the local city or town emergency management official.
