Comprehensive Emergency Management Plan

RIEMA has developed the Comprehensive Emergency Management Plan (CEMP) to outline the State’s overall strategy for managing emergencies. This plan emphasizes coordination and preparedness for large-scale disasters that may require exceptional response and recovery efforts by the State.

The CEMP is authorized under the Rhode Island General Laws “Emergency Management Act,” Title 30: Military Affairs and Defense, Chapter 30-15, as amended. The Plan details how RIEMA mobilizes and coordinates resources, personnel, and equipment from State and Federal agencies, local governments, voluntary organizations, and private sector partners.

The plan’s primary goals are to protect lives and property during emergencies and to restore damaged or disrupted facilities and services. During such events, all State officials and local government leaders act as part of the "Civil Government in Action," and all parties affected by this Plan are expected to use it as the foundation for their emergency planning and response efforts.

This plan is designed to work in conjunction with other emergency plans and standard operating procedures across all State agencies. Recipients are encouraged to notify the Emergency Management Agency Director of any suggested improvements. Updates or revisions to the CEMP will be issued as directives from the RIEMA Director as needed.
