Flood Mitigation Assistance Grant Program
Overview:
The Flood Mitigation Assistance (FMA) Grant Program provides funds towards measures that can be taken to reduce or eliminate risk of flood damage to buildings insured under the National Flood Insurance Program (NFIP). Funding is available on an annual basis (as appropriated).
Fiscal Year 2024 Flood Mitigation Assistance (FMA) Notice of Funding Opportunity
The Federal Emergency Management Agency (FEMA) has released the Fiscal Year (FY) 2024 Flood Mitigation Assistance (FMA) Notice of Funding Opportunity (NOFO). The FMA program provides funding to states, local governments, federally recognized tribal governments, and territories to reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program (NFIP).
The Rhode Island Emergency Management Agency (RIEMA) is accepting inquiries from eligible subapplicants interested in applying for FY 2024 FMA funding.
Cost Share:
The standard federal cost share for FMA projects is 75%. (Federal) / 25% (Non-Federal)
Increased federal cost shares may be available for qualifying properties:
- Up to 90 percent federal cost share for Repetitive Loss (RL) properties
- Up to 100 percent federal cost share for Severe Repetitive Loss (SRL) properties
RIEMA will review all proposed projects and may prioritize sub-applications for submission to FEMA based on eligibility, completeness, technical feasibility, and alignment with FMA program priorities.
Eligible Sub-Applicants:
- Communities must participate in the National Flood Insurance Program (NFIP). All of Rhode Island participates!!
- Applicants and subapplicants must generally have a FEMA-approved hazard mitigation plan in place by the application deadline and at the time of award.
- Projects must reduce flood risk and demonstrate benefits to NFIP-insured structures.
Eligible Project Types:
Capability and Capacity Building Activities
Funding may be used for activities that build state and local capability to reduce flood risk and future National Flood Insurance Program claims, including:
- Mitigation planning
- Technical assistance to communities
- Project scoping
- Partnership development
- Enhancing local floodplain management
- Repetitive Loss (RL) and Severe Repetitive Loss (SRL) strategy development
Localized Flood Risk Reduction Projects
Community-scale flood mitigation projects that address flood risk and reduce future National Flood Insurance Program flood claim payments.
Individual Flood Mitigation Projects
Projects that reduce flood risk to National Flood Insurance Program-insured structures, including:
- Property acquisition and demolition
- Structure elevation
- Mitigation reconstruction
- Dry floodproofing of non-residential structures
- Other FEMA-approved flood mitigation measures
Project Notification Requirement
Communities interested in pursuing FMA funding must notify RIEMA of proposed projects by June 30, 2026, so the state can coordinate project development and submission.
Sub-applicants may notify RIEMA by submitting either:
- a Notice of Interest (NOI) Form, or
- a completed FEMA GO sub-application
The NOI form allows sub-applicants to provide basic project information, including the project description, estimated cost, hazard addressed, and project readiness.
Completed BRIC applications must be submitted in FEMA GO no later than July 15, 2026.

Submission to RIEMA does not guarantee that a project will ultimately be submitted to FEMA.
