The Rhode Island Emergency Management Agency (RIEMA) utilizes the Homeland Security Exercise and Evaluation Program (HSEEP) methodology to enhance and assess preparedness, response, and recovery capabilities at the federal, state, and local levels.
The goal of the Exercise Program is to improve the readiness and capabilities of agencies by validating training, emergency plans, and policies and procedures. This process helps to showcase strengths, identify areas for improvement, and ultimately take corrective actions to enhance core capabilities.
HSEEP employs a building-block approach, guiding exercise designers and participants through both discussion-based exercises, such as seminars, workshops, tabletop exercises, and games, as well as operations-based exercises, like drills, functional exercises, and full-scale exercises. As an agency, RIEMA captures these activities in the Integrated Preparedness Plan (IPP) and provides recommendations and exercise documentation through After-Action Reports.
