RIEMA's Training Division is designed to support all 39 local and tribal communities by strengthening their emergency services. These programs provide practical instruction, empowering communities to develop the skills necessary to effectively mitigate, prepare for, respond to, and recover from a wide range of emergencies. Whether facing a natural disaster, a public safety threat, or an unforeseen crisis, our training ensures that communities are fully equipped to handle any situation. Through these initiatives, we aim to build stronger, more resilient communities that can protect the health and safety of all residents.

Independent Study Course Information (Web-based)
The Emergency Management Institute (EMA) offers self-paced courses designed for people who have emergency management responsibilities and the public. All are offered free-of-charge to those who qualify for enrollment.
RIEMA Trainings
All trainings are free of charge and are taught by qualified instructors under contract with RIEMA or in conjunction with our Department of Homeland Security (DHS) Consortium partners.
ICS 300, Intermediate Incident Command System
This two-day program builds on Basic ICS, providing a more in-depth understanding of ICS organization and operation. It covers resource management, the duties of all positions, and provides real-world examples of how essential ICS principles are applied in incident and event planning. A major focus of ICS 300 is incident and event planning. The course explains the planning process, development of incident objectives, strategies, and tactics, use of operational periods, and the planning meeting. It also covers the personnel involved in the planning process and support plans for some incidents (e.g., communications, medical, traffic). Additionally, the course includes planning for incident or event demobilization. ICS 400, Advanced Incident Command System
This two-day program expands on much of the content from ICS 300, emphasizing large-scale organization development, roles, and relationships within the primary staff: planning, operations, logistics, and fiscal considerations for managing large and complex incidents and events. The course includes several scenario-based group exercises, focusing on the development of a Command and General Staff organization, an Incident Action Plan, Unified Command, and an Area Command Organization. A final exam will also be administered. Specialized Resident Classes
New Mexico Tech (NMT) Energetic Materials Research and Testing Center (EMRTC), Socorro, NM
The EMRTC at NMT is the consortium’s lead partner for training in explosives, live explosives, and incendiary devices. Courses include WMD Tactical Training, Drone Security, and other specialized emergency response courses.

Security and Emergency Response Training Center (SERTC), Pueblo, CO
SERTC specializes in state-of-the-art response training for surface transportation involving hazardous materials, weapons of mass destruction, and emergency event planning. The center’s training is hands-on, with 50-85% of the exercises involving real-world transportation equipment, including a large collection of full-sized railcars used as training props.

The CDP offers over 50 training courses for emergency response providers from state, local, and tribal governments, as well as federal agencies, foreign governments, and private-sector entities. All resident training at the CDP is federally funded at no cost to eligible professionals.

Counterterrorism Operations Support (CTOS) Center for Radiological/Nuclear Training, Las Vegas, NV
CTOS, part of the U.S. Department of Energy’s National Nuclear Security Administration, is the premier training center for radiological and nuclear weapons of mass destruction (WMD) response. It offers both online and hands-on training to prepare responders for the use of improvised nuclear devices and radiological dispersal devices.
